Online Auctions: Contracting Authorities Profit from Competitive Offers

Online auctions - conduct electronic auctions in real time! Boost competition among bidders and benefit from it.

Online auctions are a valuable aid in the procurement of standardised and comparable products, i. e. when the most economical offer can be objectively measured. As a contracting authority, you observe the offers of the bidders at the online auction and can compare prices and services in a clearly arranged form. An online auction not only boosts the economy, but this type of procurement is also practical, simple and secure.

Online – Auction: advantages for contracting authorities

  • Strong competition among bidders leads to the most attractive offer

  • Standardised procurement processes can be easily implemented

  • Tracking of the auction in real time possible

  • Uncomplicated registration

  • Support and information by the IT team of ANKÖ

Online – Auction: How it works

An online auction not only allows you as a contracting authority to get the best price but also makes it very easy to conduct an eAuction. The ANKÖ eAuction is an English reverse auction, meaning that:

  • offers are disclosed without any time delay (in real time), with the possibility of subsequent improvements to the offers and

  • prices falling during the auction

Starting an eAuction in just a few steps:

  • the contracting authority initiates the auction and appoints an auction manager

  • the auction manager creates the auction and invites bidders to participate

  • in the course of the invitation to participate, bidders will receive instructions on how to create a bidder account (registration), a link to link their bidder account to the auction and transaction authentication numbers (TAN)

  • the auction manager also determines minimum offer increments, maximum offer increments and – if necessary – a maximum discount

  • the minimum duration and provisional end time of the auction are also determined and communicated to the bidders

  • in order to give bidders the opportunity to react to offers, a so-called extension period is also set

  • the electronic auction closes when no more bids are received within the extension period

  • after the end of the auction, the auction platform will announce the award decision by email

  • even during the auction, the auction manager can send messages to all bidders via the platform. This is not possible vice versa.

The auction platform provides real time information to the bidder:

  • the current lowest price

  • all offer prices of the bidder with a timestamp

  • the bidder's current rank based on his last offer

  • a message, if an offer is invalid

  • interruption, continuation or cancellation of the auction
